His Excellency Mr. Jasem Albudaiwi has served as Secretary General of the Cooperation Council for the Arab States of the Gulf since February 2023. He previously served as Kuwait’s Ambassador to the United States of America (2022-2023), Ambassador to Belgium and Head of Mission to the European Union and NATO (2016-2022), and Ambassador to the Republic of Korea (2013-2016). He has also headed Kuwait’s delegation to numerous international conferences and forums, and throughout his career has contributed to strengthening regional and international partnerships at all levels.

H.E. Dr. Shaikh Abdulla bin Ahmed Al Khalifa

Dr. Sheikh Abdullah bin Ahmed Al Khalifa was appointed as Minister of Transportation and Telecommunications by Royal Decree No. (89) of 2024 issued on November 6, 2024.

He possesses extensive legal, academic, and research experience in diplomacy, international relations, law, mediation, media, sustainable development, and intercultural dialogue. His experience in these areas contributed to strengthening Bahrain’s bilateral and multilateral relations—at regional and international levels—and supporting Bahrain’s efforts in promoting coexistence and dialogue among cultures and civilizations, as well as in conducting specialized studies and analyses on international and strategic affairs.

He holds several prominent official positions including Chairman of the Board of Trustees of the King Hamad Global Centre for Peaceful Coexistence since 2023, and Chairman of the Board of Trustees of Bahrain Center for Strategic, International, and Energy Studies (Derasat) since 2017. Previous positions included serving as the Undersecretary for Political Affairs at the Ministry of Foreign Affairs (2021–2024), Undersecretary for International Affairs at the Ministry of Foreign Affairs (2015–2021), Deputy Secretary-General of the Supreme Defense Council (2020–2024), and the Director General of External Communication at the Information Affairs Authority in 2014.

Dr. Sheikh Abdullah holds a Ph.D. in International Relations and Diplomacy from L’École des hautes études internationales et politiques in Paris (2015), a master’s degree in law from Queen Mary University of London (2008), and a bachelor’s degree in law from the Applied Science University in Jordan (2006). He is fluent in Arabic, English, and French.

He has been awarded several honors, including the Order of Competence (First Class) from His Majesty King Hamad bin Isa Al Khalifa, King of Bahrain, in 2018, and the Prince Salman bin Hamad Medal for Medical Merit in 2021.

His Excellency was an entrepreneur funding and leading serval of his own businesses, In addition to that, he was a member of the board of directors of Bahrain Chamber of Commerce and Industry until November 2022.

His Excellency also occupied the post of Director of Fakhro Restaurants Co. H.E. Dr. Mahmoud Mohieldin

Dr. Mahmoud Mohieldin is an economist with more than 30 years of experience in international finance and development. Dr. Mohieldin is the UN Climate Change High-Level Champion for Egypt. He has been the United Nations Special Envoy on Financing the 2030 Sustainable Development Agenda since February 2020. He also served as the Executive Director at the International Monetary Fund representing the Arab States and The Maldives.

Previously, Dr. Mohieldin was the Minister of Investment of Egypt from 2004-2010, and more recently, served as the World Bank Group Senior Vice President for the 2030 Development Agenda, United Nations Relations and Partnerships.

Dr. Mohieldin also served on several Boards of Directors in the Central Bank of Egypt and the corporate sector. He was a member of the Commission on Growth and Development and was selected a Young Global Leader of the World Economic Forum in 2005.

He is a Professor of Economics and Finance at the Faculty of Economics and Political Science, Cairo University and as a Visiting Professor at several renowned Universities in Egypt, Korea, the UAE, the UK and the USA. He is a member of the International Advisory Board of Durham University Business School.

Dr. Mohieldin holds a PhD in Economics from the University of Warwick, United Kingdom; an M.Sc. in Economics and Social Policy Analysis from the University of York, United Kingdom; a Diploma of Development Economics from the University of Warwick; and a B.Sc. in Economics from Cairo University.

The American University in Cairo bestowed Dr. Mohieldin degree of Doctor of Humane Letters, honoris causa, in recognition of his status as a leading public servant at both the national and international levels focusing on economic reform, development, and inclusion.

He directs the Energy and Environmental Studies Program at the Bahrain Center for Strategic, International, and Energy Studies (Derasat), where he advances high-impact initiatives in grid modernization, decarbonization, and renewable integration.

His contributions extend to active involvement in global energy platforms such as CIGRE, IAEE, IEEE, and UNDP, where he supports dialogue on energy security and environmental governance. Dr. Alabbasi regularly works with national and regional stakeholders to help shape energy policy and promote the adoption of advanced technologies. He also engages in public outreach through media and national platforms, supporting broader awareness of sustainable energy practices and the importance of energy transition in the region.

A Senior Advocate of Nigeria (SAN) and Fellow of the Chartered Institute of Arbitrators, he has advised on major energy and infrastructure projects globally. He sits on the UN Working Group on Business and Human Rights, and serves on several committees and boards including the African Development Bank, International Law Association, International Bar Association and the Association of Environmental Law Lecturers in Middle East and North African Universities (ASSELLMU). His award-winning book Environmental Law in Arab States earned recognition from the American Society of International Law (ASIL) in 2023.

Professor Olawuyi holds a doctorate (DPhil) in energy and environmental law from the University of Oxford; a Master of Laws (LLM) from Harvard University; and another LLM from the University of Calgary. She has nearly 20 years of experience in financial regulation, supervision, and policy development, with a focus on strengthening market integrity, governance, and sustainable growth.

She has held several senior leadership roles at the Central Bank of Bahrain, including Head of Licensing of the Non-Banking Sector and Head of Mutual Funds Authorization and Supervision, where she led the authorization and oversight of collective investment undertakings and investment fund structures, as well as related regulatory activities.

Earlier in her career, she gained over five years of private-sector experience in asset management, financial planning, and banking through roles at HSBC Bank Middle East and TAIB Bank B.S.C. (c), which continues to inform her practical, market-aware approach to regulation and policy.

She holds a Bachelor’s degree (Honors) in Banking and Finance from the University of Bahrain and is currently completing a Master of Business Administration (MBA) at DePaul University. Fawaz Farouk Bilbeisi was recently appointed as the Regional Manager, Kingdom of Saudi Arabia, Iraq, and Syria, based in Riyadh, Saudi Arabia for International Finance Corporation (IFC).

He has an extensive career in economic diplomacy, investment promotion, and development finance, with major accomplishments in raising finances for public and private sector projects.

In his role, Fawaz’s top priorities will be to develop South-South investment opportunities aligned with both local priorities and IFC’s global strategies; as well as investing in selective high impact transactions in KSA in line with Saudi Vision 2030.

Before that Mr. Bilbeisi served as a Senior Advisor to the Executive Director of the Board of The World Bank Group, advising the Board on private sector development, PPPs, project finance, SMEs, climate finance, investment guarantees, trade finance among many other areas.

Prior to that, he was appointed in 2008 as Director of Jordan Economic and Commerce Bureau in Washington, D.C. where he worked extensively on developing Jordan – US Economic and business relations including increasing bilateral trade and investments.

Mr. Bilbeisi also held various posts at Jordanian Embassies abroad, including London and Paris, where he gained extensive experience in working with governments, private sector and international organizations like OECD, UNESCO and EBRD, and garnered relationships with key decision makers across many countries and regions.

Mr. Bilbeisi speaks three languages and holds a master’s degree in international relations from University of Exeter, a Higher Diploma in Foreign Service from Oxford University, and a BA Degree in Political Science and Economics from University of Jordan.

She has published several journal papers and book chapters. Eng. Currently serving as the Director General of Climate Affairs at the Environment Authority of Oman, Eng. Khalid also leads the Omani Negotiation Team for Climate Change and the team negotiating the Treaty on Ending Plastic Pollution. Additionally, he acts as a Climate Affairs Expert to the Chairman of the Environment Authority in Oman.

Previously, Eng. Khalid served as an Expert in Regulations and Studies at the Ministry of Environment, Water, and Agriculture in Saudi Arabia from June 2022 to January 2024. Over the past decade, he has focused on critical areas including the development of net-zero strategies, managing and executing climate change mitigation projects, and planning adaptation strategies. During her time at the iGA, Dr. Shaikha May supervised a range of corporate and national projects that involved innovative restructurings of operations at government entities and the development of geographical systems to support their services, most notably the Building Permit Portal, Benayat, Planning for urban planning services, Sijilat and the infrastructure permit system, Tasareeh.

Prof. Abu Zahra is also a member of the United Nations Council of Engineers for the Energy Transition (UN CEET), an independent advisory body to the UN Secretary-General that provides technical expertise to advance global net-zero goals. His contributions to the UN CEET reflect his commitment to shaping international policies on carbon management and sustainable energy solutions.

Prior to joining the Global CCS Institute, Prof. Abu Zahra served as a faculty member at Masdar Institute and Khalifa University from 2011 to 2022, where he established the first regional research group dedicated to CO₂ capture and co-founded the RICH Center (Research and Innovation Center on CO₂ and Hydrogen), a multidisciplinary hub for advancing carbon and hydrogen technologies. During his academic tenure, he supervised over 30 MSc and PhD students, published more than 150 peer-reviewed articles, book chapters, and technical papers, and delivered over 250 presentations at both local and international conferences. His work significantly advanced CCUS technologies and established this CCUS research in the region. In addition to his academic contributions, Prof. Abu Zahra also served as Carbon Capture Project Manager at the IEA Greenhouse Gas R&D Programme (IEAGHG) and as a Senior Process Engineer at TNO, where he was actively involved in pioneering carbon capture projects and integrated energy systems.

Sonia is a selected member of the World Economic Forum’s Global Future Council on Investing in Gender Parity; she is on the Board of Advisors of the Sharjah Entrepreneurship Center (Sheraa) and is a Jury member and Capital Mentor for the Cartier Women’s Initiative. She also serves as the UAE Director for the Yale Alumni Schools Committee and on the Yale President’s Council on International Activities. Sonia holds a B.A. from Yale University, an MSc from the London School of Economics, and is a Kauffman Fellow.

Prior to Safa, Talal served as the CEO of Mazad, where he led the company from its setup, transforming Bahrain’s auction and asset sale landscape through innovation, transparency and digital strategy. During his tenor, Mazad evolved into a national recognized platform facilitating efficient, trusted and tech-enabled asset sales.

With over a decade of experience across the public and private sectors – including roles at the Central Bank of Bahrain, Saudi Arabian Insurance Company, and as a fellow in the prestigious fellowship program for the Prime Minister’s Office – Talal brings a unique depth of strategic vision, regulatory depth and executional rigor to every initiative he leads.

Talal is a senior Saudi executive in the energy and infrastructure sector, with extensive leadership experience across renewable energy, power, and water desalination projects delivered under PPP model in the Kingdom of Saudi Arabia. A leader who is widely recognized for his ability to translate strategy into executable programs, build institutions from inception, and lead complex, multi
stakeholder environments with clarity, discipline, and purpose.

He currently serves as Central & Eastern Renewables Cluster Head (Construction KSA) at ACWA Power, where he holds executive accountability for all renewable energy projects under construction across the region. In parallel, Talal serves as Chief Executive Officer of three ACWA Power affiliate project companies, collectively representing over 4.2 GW of solar capacity with a combined
investment value exceeding SAR 10 billion.

Earlier in his career, Talal held senior leadership roles on landmark water desalination projects, including Jubail 3A and Rabigh 3, each with a capacity of 600,000 m³/day.

Talal began his career at Saudi Electricity Company (SEC), where he managed a portfolio of electrical infrastructure projects.
He holds a Bachelor’s degree in Electrical Engineering from King Abdulaziz University.

Thomas Pitaud

With more than 25 years of experience in agriculture, environment, and climate adaptation, Thomas brings extensive expertise in advancing global and multilateral environmental agreements. He has worked on initiatives to halt biodiversity loss, address ecosystem degradation, tackle climate change, and reduce disaster risk. His experience spans key frameworks such as the Rio Conventions (UNCBD, UNCCD, UNFCCC), the Sendai Framework, and related policy and programming processes, including NDCs, NBSAPs, Land Degradation Neutrality (LDN) targets, and other national action plans.

Before his current role, Thomas led climate resilience and renewable energy efforts at UNDP’s Sub-regional Office for West and Central Africa in Dakar. From 2015 to 2020, he served at the UNDP Regional Service Center for Africa, supporting the IGAD Drought Disaster Resilience Initiative. Between 2010 and 2015, he was UNDP’s Chief Technical Advisor on Disaster Risk Reduction and Resilience in Haiti.

Prior to joining UNDP, Thomas worked with the World Bank, the private sector, and community-led organizations on sustainable agriculture and climate adaptation. He holds a BA in Agronomy and Rural Development from the University of the French West Indies and Guyana and an MA in Development Studies from the University of Geneva.

Supported by her extensive expertise in strategy and business development, Mrs. Al Zayani oversees the development of NBB’s growth strategy. She engages in identifying and developing growth opportunities for the Bank through organic and inorganic initiatives, including transaction support for the BisB acquisition in 2020. Zaina also leads post-acquisition management related to integration planning and implementation. She is currently responsible for the development of the Bank’s 3-year growth strategy, as well as aligning and monitoring the execution of the roadmap across functions. Zaina is responsible for identification and pursual of in-organic growth opportunities through Mergers & Acquisitions in alignment with the Group’s inorganic growth strategy. In addition, she manages the proprietary equity portfolio of the Bank and seeks strategic investments and exit opportunities as aligned with the Bank’s strategy. Moreover, Zaina drives the sustainability strategy to ensure the effective application of associated governance metrics across the organisation and Its adherence to local and international standards.

Zaina has over 20 years of experience in providing transaction support for M&A, investment management as well as compliance. Prior to her current position, she assumed several managerial roles including Head of Exchange of Financial Information at the Central Bank of Bahrain, Manager at Ernst &Young and a private investment holding company.  She holds an MBA from DePaul University, USA, a Bachelor of Commerce in Finance from Concordia University, Canada and is certified with an ICA International Diploma in Compliance.

Zaina is a mentor in INJAZ Bahrain’s Entaliq programme and is an active member of the Innovation Team with initiatives focused on fostering a culture of innovation within the organisation and the community.
